Updated June 26, 2018 06:24:56 Students who don’t qualify for a state or territory scholarship won’t have to wait until they graduate to receive a lump sum of money from the Government.
But the number of scholarships awarded in 2018-19 is down slightly, to more than 7,500, compared to 8,600 in 2017-18.
More than 5,000 scholarships are available, compared with 7,800 in 2017.
The Government’s education lottery will provide $30,000 for students whose grades are below the state or territorial average.
For students in the top 25 per cent of students, that’s $60,000.
The scholarships are a way to give more money to more students.
“The number of scholarship recipients is increasing, but the number who are eligible for state or state-based scholarships is decreasing,” said Education Minister Katherine Zappone.

What are the state and territory scholarship options?
The state and territories have three types of scholarships: The Commonwealth Scholarship Program, which awards a lump-sum payment for each year of high school, up to $1 million; the Commonwealth Grants Program, available to high school students, up $1,000 to $5,000; and the Queensland Scholarship Program which awards $1.5 million to students who complete their degree within four years.
State scholarships can be awarded to any of the 50 states and territories, but can only be used towards scholarships for children from the top 10 per cent or 25 per one per cent.
The money can only go to eligible students from the 25 per and 25 per per cent groups.
The first scholarships are currently being allocated for students in 2019-20.
The next round of state and regional scholarships is set to start in 2020-21.
The Commonwealth Grants program is currently being administered by the Australian Education Union, but will be expanded to all schools by the end of the year.
“There’s been an enormous increase in the number and the number which are available to students from low income families,” Ms Zappa said.
“That’s one of the reasons why we’ve put in place this scholarship program.”
The federal Government is also in the process of extending the Commonwealth Scholarship program to include those from families who earn less than $50,000 a year.
In 2019-10, 1,000 of the scholarships were awarded to students whose parents earned less than that amount.
In 2020-11, 1.5 per cent will be awarded for students earning $60 and $80,000 respectively.
Ms Zapone said the Government wanted to make sure that all students had the chance to receive the scholarship they want.
“When you look at the people that need help, they are going to be those students from lower income families.
We want to make that the case for all students,” she said.
Who is eligible?
Students aged 18 to 24 who attended high school in the state, or in the regional or national system are eligible.
Those aged 25 to 34 are eligible, and students aged 35 to 39 are eligible if their parents attend a school that is in the local system.
Students aged 40 to 44 are eligible with parental consent.
Students must have completed their degree by the time they turn 18.
The government also provides grants for students from families earning less than the minimum wage.
Students in the lower income bracket must be aged 16 to 24.
Students earning $15 or less are eligible and those earning less will have to make a voluntary contribution.
Students from low-income families will be eligible, but only if they have been attending school in Queensland since at least 2017.
“If you’re an Australian child, you can go to school in Australia, in Queensland, but you need to be in Australia by the age of 18 to be eligible,” Ms Zhuapone told reporters.
“This is a big change and we’re going to continue to work on it, we’re also going to work with other states and territory governments and we’ll work with schools across the state.”
The Department of Education says a total of 6.5 billion Australian dollars has been allocated to students since the scheme was introduced in 2014.

What is the money for?
Students who are enrolled in an approved school must submit an application for a scholarship.
The award must be made on or before the completion of the student’s first academic year.
Students are expected to complete at least 50 per cent in their first year of study.
